To help protect the security of the Windows operating system, updates were previously signed (using both the SHA-1 and SHA-2 hash algorithms). The signatures are used to authenticate that the updates come directly from Microsoft and were not tampered with during delivery. Because of weaknesses in the SHA-1 algorithm and to align to industry standards, we have changed the signing of Windows updates to use the more secure SHA-2 algorithm exclusively. This change was done in phases starting in April 2019 through September 2019 to allow for smooth migration (see the "Product update schedule" section for more details on the changes).
Starting with Windows 10, version 1607, Windows will not load any new kernel-mode drivers which are not signed by the Dev Portal. To get your driver signed, first Register for the Windows Hardware Dev Center program. Note that an EV code signing certificate is required to establish a dashboard account.

Thanks a lot for this guide. Only using your method I could install win7 on uefi class 3: the key to forcing a custom video driver at the installation of windows was to sign it with a selfmade certificate and then add the certificate to the registry of the installation. This way the video driver will be used at first boot, being able to complete the installation while you disable standard vga to ensure full compatibility with uefi.
Recently, we stumbled over a driver (for an USB camera), that seems to be missing a valid signature. During installation, we get the red warning screen about unsigned drivers, but the device works correctly using this driver.
Initial notification seen at the time of installation indicates that the driver is not gone through Microsoft windows hardware compatibility test. In x64, windows enforcing signed drivers is to check the integrity of the driver at load time. It doesn't validates whether the certificate is signed by a trusted root or the time stamp is valid. You can create a driver even with expired certificate. This driver is signed by a valid certificate which is expired. I used to signed my drivers with expired certificate by back dating the system time while signing & load it successfully. Code signing has to be done only with a list of vendor certificate, which is mentioned in microsoft site "VeriSign Class 3 Code Signing" is one of them.
I agree with the last comment on the post (The one you asked to be posted as the answer) but on top of that I'd also like to add that it is rather easy to get windows 7 X64 to use unsigned drivers (I know this because I have to do it to use my DVB-T usb device)
If you don't boot with this option there is nothing stopping you from installing the driver, but it won't run. However if you then at a later date boot your PC, use the F8 menu and select the unsigned drivers option any unsigned drivers installed in the system that previously could not run will then be seen to run.
I have to confess, I've done this myself many times, and since I can often leave my PC booted and running for 3/4 weeks at a time, I've actually booted in F8 mode, then subsequently forgot I've done so, then wondered why I have an unsigned driver running and loaded.

In device manager, it seems the only drivers are "C:\windows\system32\drivers\monitor.sys" (which is Microsoft Windows 10 x64 standard monitor driver and "C:\windows\system32\spool\drivers\HP_ZR2740w.icm (which is just a color profile).
I downloaded the most current driver for this monitor which is the windows 7 64 bit and I can't get it to work, but don't know if it's even possible to use this monitor on my system (dell pavilion, radeon r7 250 graphics card).
Yes, I am using it at WQHD resolution (2560x1440) @ 60p resolution. With 59p I am getting issues with the Windows 10 anniversary update (black screens with only mouse cursor). Not sure if this is a windows 10 issue or graphics driver, but I can reproduce the problem.

Windows 10 will load only Kernel mode drivers signed digitally by the Dev Portal. However, the changes will affect only the new installations of the operating system with Secure Boot on. The non-upgraded fresh installations would require drivers signed by Microsoft. 153554b96e
